ITU-R/Study Group Structure

THE INTERNATIONAL TELECOMMUNICATION UNION

The International Telecommunication Union is a specialised agency of the United Nations, "responsible for the regulation and planning of worldwide telecommunication, the establishment of operating standards for equipment and systems, the coordination and dissemination of information required for the planning and operation of telecommunication services, and the promotion of and contribution to the development of telecommunication and related services." This work is carried out by three Sectors: the Telecommunication Standardisation Sector (ITU-T), the Radiocommunication Sector (ITU-R), and the Telecommunication Development Sector (ITU-D).

RADIOCOMMUNICATION SECTOR (ITU-R)

The Radiocommunication Sector is divided into a number of Study Groups which consider various topics, develop Recommendations (and other documents) and report back on this work to a two-yearly Radiocommunication Assembly and (via a Conference Preparatory Meeting) the World Radio Communication Conference. The ultimate goal of these Recommendations is to promote worldwide de facto standards for radio systems, to provide guidance in the allocation of frequencies to various services and to guide coordination and sharing among services in the same bands. Recommendations are useful to system designers and regulators, and in some countries are considered mandatory requirements for the planning and design of radiocommunication systems.

SCOPE OF ITU RADIOCOMMUNICATION STUDY GROUPS

Study Group 1 - SPECTRUM MANAGEMENT (Chairman: Mr Rob Haines - USA)

Scope :

Development of principles and techniques for effective spectrum management, sharing criteria and methods, techniques for spectrum monitoring and long-term strategies for spectrum utilization and economic approaches to national spectrum management.

Development of Recommendations or of a Report to the Conference Preparatory Meeting in answer to those urgent Questions concerning inter-service sharing and compatibility requiring special attention.

Study Group 3 - RADIO WAVE PROPAGATION (Chairman: Mr Bertram Arbesser-Rastburg - ESA, Dr David Rogers – Canada, Mr John Wang - USA)

Scope :

Propagation of radio waves in ionized and non-ionized media and the characteristics of radio noise, for the purpose of improving radiocommunication systems. The Study Group is divided into four Working Parties:

  • WP 3J: Propagation Fundamentals (Chairman: Prof. Marlene Pontes, Brazil)
  • WP 3K: Point-to-area Propagation (Chairman: Rainer Grosskopf, Germany)
  • WP 3L: Ionospheric Propagation (Chairman: John Wang, USA)
  • WP 3M: Point-to-point and Earth-space Propagation (Chairman: Mrs Carol Wilson, Australia)

Study Group 4 - FIXED-SATELLITE SERVICE (Chairman: Mrs Veena Rawat - Canada)

Scope :

Systems and networks for the fixed-satellite service and inter-satellite links in the fixed-satellite service, including associated tracking, telemetry and telecommand functions.

Study Group 6 - BROADCASTING SERVICE - SOUND (Chairman: Mr Alfredo Magenta - Italy)

Scope :

Radiocommunication broadcasting (terrestrial and satellite), including vision, sound, multimedia and data services principally intended for delivery to the general public. The Study Group studies those aspects related to production and radiocommunication, including the international exchange of programmes as well as the overall quality of service.

Study Group 7 - SCIENCE SERVICES (Chairman: Mr Robert M. Taylor - USA)

Scope:

Systems for space operation, space research, earth exploration and meteorology, including the related use of links in the inter-satellite service .

Radio astronomy and radar astronomy.

Dissemination, reception and coordination of standard-frequency and time-signal services, including the application of satellite techniques, on a worldwide basis.

Study Group 8 - MOBILE, RADIODETERMINATION, AMATEUR AND RELATED SATELLITE SERVICES (Chairman: Mr Chris Van Diepenbeek-Netherlands)

Scope :

Systems and networks for the mobile, radiodetermination and amateur services, including related satellite services.

Study Group 9 - FIXED SERVICE (Chairman: Mr Vladimir M. Minkin - Russia)

Scope :

Systems and networks of the fixed service operating via terrestrial stations.

CCV - COORDINATION COMMITTEE FOR VOCABULARY (Chairman: Mr Jean-Pierre Huynh - France)

Scope :

Coordination within the Radiocommunication Study Groups, and liaison with the Telecommunication Standardization Study Groups, the Telecommunication Development Study Groups, the ITU General Secretariat and other interested organizations (mainly the IEC, International Electrotechnical Commission) concerning :

- vocabulary, including abbreviations and initials;

- related subjects (quantities and units, graphical and letter symbols).

CPM - CONFERENCE PREPARATORY MEETING (Chairman: Mr Kavouss Arasteh - Iran)

Scope :

Preparation of a consolidated report on the technical, operational and regulatory/procedural bases for a World Radiocommunication Conference.

SC - SPECIAL COMMITTEE ON REGULATORY/PROCEDURAL MATTERS (Chairman: Mr Francois Rancy -France)

Scope :

Review of regulatory/procedural matters, the results of which may be used by administrations in their preparations for the next World Radiocommunication Conference.

Investigation, with advice of the RAG, of options for the study of regulatory/procedural matters, including but not limited to the use of a Working Party to the Conference Preparatory Meeting or a full ITU-R Study Group.
