In addition to being published on CDROM, the WARS04 Proceedings is also published on the world-wide-web on the NCRS Website http://www.ips.gov.au/IPSHosted/NCRS/index.html in accordance with the DETYA Guidelines at the time of publication for papers to be classified in the E1 category.

WARS04 is the fifth in a series of conferences of national significance organised by the National Committee for Radio Science (NCRS). It brings together Australian and International scientists and engineers conducting research in areas relevant to the various Commissions of URSI (International Union of Radio Science - for more information URSI Homepage with which Australia is affiliated through the work of the National Committee for Radio Science.

The papers submitted to WARS04 provide an opportunity for Australian scientists and postgraduate students to present their work to their national peers and in particular, to provide an important opportunity for cross-fertilisation of ideas between the wide range of sub-disciplines that make up radio science in Australia and internationally.

Two classes of papers were invited for WARS04:

Each research paper submitted was reviewed by at least two independent reviewers. Authors were required to respond to reviewer comments and papers undergoing major revision were sent to referees a second time. Reviewers were issued with guidelines and criteria for publication consistent with those issued by several international journals, premier in their field. For a paper to be accepted for publication, two referees had to be satisfied that it met these guidelines and criteria.

These research papers comprise the balance of the papers presented at WARS04 and are found in the Proceedings listing under paper-R.

To give a more complete record of the WARS04 Conference, authors of Information papers were invited to supply extended abstracts, referred to as info paper, and an abstract. Both appear in the Proceedings, if available.

Where required, the PDF files for this CDROM were optimised for printing. The contents were prepared using Mozilla 1.1 and Explorer 6 under Windows-98 & windows-XP. Lower case file names were used throughout, except for the snapshot of the URSI Website, to maintain compatibility with case-sensitive browsers.
