During a Council meeting at the Maastricht GA , a suggestion by the =
URSI Long Range Planning Committee to set up a "Traveling Lecturer =
program" was discussed and approved by the council. You will find below =
some information on this program.
The URSI board wishes to have inputs on how this idea is welcome =
within commission and if there is some progress toward the =
implementation of the Traveling Lecturer program? It would appreciate to =
receive a list=20
of topics and potential lecturers... before 15 January ..., hopefully =
before the end of this year...

6.4 Traveling Lecturers

The easiest way to start this program is for each Commission to =
prepare list of topics and identify speakers who are willing and =
qualified to provide lectures on these topics when invited. These could =
be called URSI Traveling Lecturers, and their lectures should be =
announced as such. The size of the list would depend on the Commission, =
but generally there should be at least three Lecturers per Commission. =
Each Lecturer would provide an abstract for at least one lecture (and =
preferably more) he or she would be willing to give when called upon. =
The URSI Secretariat could maintain this list of Lecturers and =
abstracts; it could be published in the Radio Science Bulletin; and it =
could be posted on a page that is part of the URSI Web site, explaining =
the program and how an entity can apply for a Lecturer to speak. The =
list would need to be updated by each Commission at least every three =
years. Any Member committee, or an organization working through its =
country's Member committee, could extend an invitation directly to any =
of the Lecturers. It would be up to each inviting entity to make the =
travel arrangements and pay for, or obtain sponsorship for, all expenses =
associated with the travel of the Lecturer (no honorariums would be =
paid). In some instances, the travel cost could probably be fully paid =
for by the inviting entity. In other cases, an opportunity might be =
found in which the invited speaker would be traveling near to where the =
lecture is to given, due to other business or in connection with a =
conference. In the latter case, the local entity would be encouraged to =
at least subsidize the local travel expenses. Because the URSI name =
would be attached to the lecture, approval of agreed-to lectures =
(including a written commitment to cover stated expenses from the =
inviting entity) would be need to obtained from the Secretary General in =
each case, after agreement has been reached with the Lecturer.

The intent of the above procedure is that the URSI Traveling =
Lecturers program would have no financial impact nor obligation for =
URSI, and would require minimal additional work for the Secretariat.
